“Developmental editing” is just a subset of “editing”; it's probably what you imagine a Max Perkins-Style book editor does Already.

For example, I give you notes on whether your story needs a third act. Or if your villain needs to be more intelligent, and how. Or if your twist at the end is too obvious, etc.
